The ELD mandate requires carriers to monitor unidentified driving hours, i.e. vehicle movements that do not have an associated ELD driver ID. This is a usability feature that allows an administrator to easily check which vehicles are accumulating unidentified driving hours and to re-assign unidentified hours for a vehicle to a specific driver as required, e.g. if the driver forgot to log in to the ELD unit before driving.
There is an associated Unidentified Hours Report that provides summary information in a printable format.
An ELD may not allow the driving associated with an ELD record to be edited and reassigned, except when there is a correction of errors for a driving record that was originally recorded under the “Unidentified Driver” profile and assumed by the driver. The driver account associated with the driving time records may be edited only for the purpose of reassignment back to the unique “Unidentified Driver account”. Important to know
Assignment of unidentified driving hours to a driver is treated as an edit to the driver's HOS log under the ELD mandate. Thus the driver will need to review and accept unidentified hours being assigned to them using the ELD unit.
An administrative user cannot reassign a trip to another driver on the standard fleet management trip timeline if the organization makes use of HOS.
A period of unidentified driving can also be assigned by the administrative user to an ELD-exempt driver. The exempt driver is not required to approve this change as they do not have access to ELD log management features.
- Click Monitor.
- Under Hours of Service, click Unidentified Hours.
- Enter the time frame by clicking on the calendar icon and selecting a specific date. The maximum date range for Unidentified hours is 14 days. Enter the end date first if you are not able to select a new from date.
- You can also click the List view and view the predefined dater option. You can click a filter to view unidentified hours older than 14 days.
- Click the green check to submit the date range criteria.
- Look for the relevant entry and click the downwards action arrow next to it.
- Tap Assign.
- Select the driver to which unidentified driving hours need to be assigned.
- Select the period(s) of unidentified driving to assign to a driver by checking the boxes next to the specific trips.
- Add an annotation by clicking the downwards action arrow and selecting Add Annotation (Remark).
- Click the Next button.
- Preview the driver's HOS log with the assigned driving hours.
- Click the Assign button.
Note: typically, this operation will involve a period of ODND after ignition-on at the start of vehicle movement and/or after vehicle movement stops to ignition off.
All the vehicle trips and subsequent driving behavior events/data will be reassigned to the driver as well as the HOS duty status.
It is possible that some unidentified driving periods must not be re-assigned to an ELD driver. In this scenario, the administrator can add an annotation to indicate the reason why.
